The Position
Objectives:
(i) Benchmark, align and implement a Customer focused procurement capability.
(ii) Ensure an effective and efficient procurement service is provided to Commercial, Corporate and Network Services.
Key responsibilities:
1. Sponsored by the MD/FD, provide leadership to the development, implementation and review of DRC’s policies and practices in relation to procurement of goods and services.
2. Define key internal procurement targets in relation to international procurement.
3. Ensuring that all procedures, processes and instructions associated with procurement meet the requirements of Quality Management Systems.
4. Supervise the development, implementation and evaluation of systems required for procurement management.
5. Monitor and report on the activities and performance of the change management project.
6. To train and coach subordinates in the team, and prepare at least one immediate staff to be able to provide effective cover, for the position of Group Procurement Manager.
7.To control and supervise all staff under the position of the Procurement group in accordance with existing rules and regulations.
Key Accountabilities:
· Transformation of previous/current facilitating Procurement department to a customer focused service centre.
· Introduction of (basic) Procurement KPI’s as: cost/synergy-savings and customer satisfaction.
· Establish agreements for internal service-levels for all P2P workflow dependencies.
· (re)Define and synchronise processes and platforms [supportive systems].
· Ensure that costs are optimised.
· Implement and drive local procurement strategy
· Skills transfer and capability development; coach and train local team.
The Person
Process and line management experience (especially change-management) in medium to large international public/private companies. Sparring-Partner for Senior-management peers.(At least) 5+ years of experience in strategic procurement/management.Experience in Telecom/Cellular sector.Fluency in French and EnglishExperience in implementing global practices in developing countriesExperience in re-engineering/structuring, change management.Drive, communication skills, cultural awareness and enthusiasm.
